The Strategic Council for Attractiveness (CSA) was established in 2011 by the Prince’s Government. Its mission is to propose tools for analysis and future planning in order to contribute to discussions on the Principality’s economic development, increasing State revenues, controlling public expenditure and strategic directions.

To this end, this body consults with Commissions (“Finance,” “Real Estate,” “Destination Monaco,” “Quality of Life,” etc.), organises ad hoc committees, calls upon experts from the private and public sectors and meets periodically in plenary sessions. Its proposals have led, for example, to the creation of the “Infochantiers” (information on construction sites now known as YourMonaco) and the Monaco Princess Grace Check-Up Unit.

The CSA is comprised of 14 ex officio members (including the Minister of State, the Minister of Finance and Economy, the Minister of Public Works, the Environment and Urban Development, the members of the National Council and the Economic, Social and Environmental Council, the Monaco Economic Board and the Mayor of Monaco), 29 qualified prominent figures (Monegasque business leaders, directors of banks and of major entities in the Principality) and three permanent experts (a business leader, a consultant and a lawyer/partner), who are all appointed by Sovereign Ordinance.

To boost the Principality’s attractiveness, in 2022 Prince Albert II of Monaco appointed a Country Chief Officer for Attractiveness. The role has been entrusted to Frédéric Genta, who now becomes Country Chief Officer for Attractiveness and the Digital Transition, as well as Secretary-General of the Strategic Council for Attractiveness. Frédéric Genta carries out his remit under the direct authority of the Minister of State, Pierre Dartout, who is keen to see optimisation of the State’s policies and resources.

Attractiveness should be treated as a cross-ministerial strategy. It concerns health, employment, security, culture, international relations, equipment…
