Security: a top priority

Security is part of Monaco’s DNA and a key element of what makes the country attractive.

With nearly 600 police officers (one for every 70 residents!) and more than 1,000 video surveillance cameras, Monaco attaches primary importance to the security of its territory. The authorities rely on a constant presence on the ground and a close relationship with the population to guarantee public order.

Security “is the foundation on the basis of which the Principality is able to offer a uniquely attractive proposition to all residents, workers, visitors and people who would like to come and live here,”  the Interior Department said. Street crime (bag snatching, car theft, burglary, criminal damage, etc.) remains at a very low level, with less than one incident per week in 2023.

The Police Department is involved when any event takes place that could spill onto public streets or that results in a large gathering of people (football matches, Formula 1 Grand Prix, gala evenings, etc.). The police work with the organiser and other partners (Fire and Emergency Service, Monaco Red Cross, health services) to ensure the safety of spectators.

Just like all other countries, the Principality is a potential target of cyberattacks (ransomware, CEO fraud, espionage, sabotage, etc.). Since 2016, the Monaco Cyber Security Agency has been responsible for ensuring the security of information systems. The Agency is an information security and cyberattack expertise and response centre supporting the government and critical infrastructure operators. Within the Police Department, a cyber crime unit offers assistance to the victims of these cyberattacks.

In the event of a natural or man-made disaster, Monaco can decide to activate its Or.Mo.Se (ORganisation MOnégasque des SEcours – Monegasque Emergency Response Organisation) plan. The aim of this plan is to respond to all extraordinary crises, whether national or international, in the field of civil security or protecting people. The authorities have access to a National Crisis Management Centre, which is operational 24 hours a day, 365 days a year. The Centre houses sensitive equipment, confidential data, and telephone, satellite and specialist links. Different emergency response plans have been developed to plan for incidents that result in multiple victims, an aircraft crashing on the Principality, an oil spill or risks associated with toxic substances.
