The Principality of Monaco is a member of the Council of Europe, the leading human rights organisation on the continent.

On 5 October 2004, Monaco became the 46th member state of the Council of Europe, thereby joining “its natural family”, in the words of Prince Albert II.

Created in 1949, this pan-European organisation promotes human rights, the rule of law and democracy. By becoming a member of the Council of Europe, Monaco is a party to the 1950 Convention for the Protection of Human Rights and Fundamental Freedoms.

This means that, like the 830 million European citizens, each Monegasque national or resident can bring a case before the European Court of Human Rights against one of the 47 signatory states for violating their human rights, once all other possible means of appeal have been exhausted. A Monegasque judge sits on the European Court.

Within the Council of Europe, Monaco is represented on the Committee of Ministers, the organisation’s executive body, and in the Parliamentary Assembly, known as the “democratic conscience of Greater Europe”, as well as in the Congress of Local and Regional Authorities.

The Principality has ratified 52 conventions and supports the Council of Europe’s activities through a voluntary contribution.

Alongside Monaco’s admission to the United Nations in 1993, the Principality’s membership of the Council of Europe has bolstered its international standing.

 

There’s no doubt that, after 28 May 1993, the date on which we joined the United Nations, 5 October 2004 will be another memorable milestone in our already long history.
