The aim of this local policy is to improve the quality of life of the community.

To ensure an optimal level of security on its territory, Monaco relies on the constant presence of police officers on the ground.  The Police Department has almost six hundred civil servants and more than 1,000 video surveillance cameras.

However, security is not the only criterion for a harmonious local life.  This is why a Quality of Life Preservation Unit (UPCV), comprised of experienced police officers, was created in 2020, with the aim of preserving the quality of life of residents and people who frequent the Principality. The main role of this Unit is to improve traffic flow and combat all forms of noise pollution and incivilities.

To intervene as quickly as possible and cover the entire territory, these police officers, who can be spotted by their blue waistcoats, travel on foot or by electric bicycle.  They benefit from remote surveillance and real-time analyses by the Police Department’s Monitoring and Operational Command Centre and the Integrated Mobility Management Centre.  These are positioned at key sites in the Principality and improve traffic flow.

The UPCV can, if necessary, issue penalties for road-related incivilities, such as obstructive or double parking, or inappropriate vehicle stops.  This community police force is equipped with meters for measuring sound levels and can also impose sanctions for noise pollution from public or private construction sites, as well as from noisy vehicles.

The UPCV is also involved in combating the illegal dumping of waste by individuals or companies that do not respect the regulations in the local area.

The purpose of this unit is to provide a back-up to the staff of the Police Department in order to combat all the incivilities that spoil our lives on a daily basis, whether in terms of traffic, noise pollution or incidences of incivility.
